Enlarged Partial Agreement on Sport (EPAS) First Meeting of the EPAS Governing Board Strasbourg, 8 October 2007
Draft list of decisions of the EPAS Governing Board
The Governing Board of the Enlarged Partial Agreement on Sport (EPAS), meeting in Strasbourg on 8 October 2007, having deliberated: 1 welcomed the delegates from 15 member states of the EPAS (the list of participants can be found in Appendix 2); 2 adopted the Agenda for this first meeting as it appears in Appendix 1 to this report; 3 elected, by secret ballot: - Mrs Krisztina Gönter (Hungary) to act as Chair of the Governing Board for a term of office of two years; - Mr Jean-Luc JANISZEWSKI (France) to act as Vice Chair of the Governing Board for a term of office of two years; 4 elected, in accordance with the Statute of the EPAS, Article 3.2: - Mr Ilham MADATOV (Azerbaijan), Mrs Kalliopi NEDELKOS (Greece), Mr Per Kristian AASMUNDSTAD (Norway) and Mr John TUCKER (UK) to act as Bureau members for two years; - confirmed the representative of ENGSO to act as Bureau member for two years, without the right to vote; 5 took note of the tour de table of presentations of representatives appointed to sit in the EPAS; 6 took note of the verbal report made by the Secretariat; requested that the Bureau and the Secretariat draft the paper on Rules of Procedure for the EPAS to be presented for the next meeting of the Governing Board of the EPAS; 7 took note of the verbal report made by the Secretariat on the update of the EPAS membership and requests for observer status as presented in document EPAS (2007) INF 5; - having taken note with satisfaction of the request made by the Russian Federation under Article 2.3 of the Statute of the EPAS, agreed to grant observer status to the Russian Federation for the EPAS, with immediate effect; - supported the request made by UEFA for observer status to the EPAS as presented in Appendix 3. According to Article 2.6 of the Statute of the EPAS, the Governing Board asked the Committee of Ministers to invite UEFA to participate in the EPAS work as an observer without the right to vote; 8 held an exchange of views on the programme of activities for 2008: - acknowledged the progress made by the Working Group on the Programme of Activities for the future work and priorities of the EPAS in 2008 as presented in document EPAS (2007) 5 rev; - agreed to propose three main activities for 2008: the 11th Conference of European Ministers responsible for Sport in Greece, the autonomy of the sports movement in Europe, and combating racism and discrimination in sport; 9 took note of the verbal report made by the Secretariat on the preliminary draft budget for the year 2008: - instructed the Bureau to work in close co-operation with the Secretariat in preparing the detailed budget for the programme of activities in 2008; 10 took note of the organisational arrangements for the 11th Conference of European Ministers responsible for Sport in Greece: - noted the change of dates of the Conference to 6-8 December 2008; - agreed on the main theme for the Conference “Autonomy and Ethics in Sport”; - agreed on setting up a special Working Group to prepare the Ministerial Conference; 11 took note of the verbal report made by the Secretariat on the Consultative Committee of the EPAS; - invited the Bureau and the Secretariat to reflect upon addressing medium and long term strategies on how to increase the membership of the EPAS and attract new partners; 12 appreciated the verbal report of the Secretariat on the graphic line of the Enlarged Partial Agreement on Sport; 13 noted that the Bureau will hold its first meeting in Strasbourg on 7 December 2007; 14 agreed that the 2nd meeting of the Governing Board should be held on 21-22 April 2008 in Strasbourg.
