The new statute of the Austrian Sports Federation (Österreichische Bundes-Sportorganisation / BSO) which has been adopted at the General Assembly of the BSO recently has opened the possibilities to have more sports federations and organisations become a member of BSO. The new structure with working commissions and an executive committee also means that the BSO can better respond to the needs of its members.

q       BULGARIA
 

Bulgarian Union for Physical culture and sport has a glorious tradition of many years. Since the year of its foundation 1957 to 1991 BUPCS was the one and only social sports organisation responsible for the development of physical culture and sport in Bulgaria. During that period our athletes have won thirty seven gold, 62 silver and 52 bronze Olimpic medals, just counting the summer Olimpic games.

After the demokratic changes in our country in 1991 a governmental organ was created Ministry of Youth and Sport (State Agency of Youth and Sport nowadays) which took the mangement of a significant part of the national sport policy. Since year 2002 up to now BUPCS is in a period of a new renaissance as a worthy partner of the Ministry of  Youth and Sport. From 2005 The Ministry is changed to a State Agency for Youth and Sport And Vesela Letcheva former world champion at sports shooting was elected for Chair of the Аgency. Another great athlete the world record holder and former Olimpic champion at women’s high jump Stefka Kostadinova was elected to lead the Olimpic committee.

q       CZECH REPUBLIC
 

In the year 2005,  Executive Committee of the Czech Sports Association, elected by the General Assembly in 2002, entered in the final fourth year cycle of activities. Since its existence, the CSA has been continuously headed by President Vladimír Srb who is, at the same time, President of the National Swimming Federation.

One of the most positive acts that the CSA achieved in 2005, is the foundation of the High School of Management in Sports which offers three-year courses in management of sports and physical education. On the basis of a special public notice, the school is also authorized to organize courses of requalification in the field of sports and physical education for institutions, associated subjects, and public persons concerned. At the end of 2005, the CSA Executive Committee discussed further possible development of the school inclusive a project of an extension to distance teaching (correspondence studies) and an actual establishment of  University of Sports and Physical Education of CSA.

The CSA membership in 2005 was rising in the same way as in the past. According to the statistics of our electronically updated database, CSA had – on 31st December 2005 -  1,474.873  members in 9.171 clubs. We are able to analyze the structure of clubs according  to a series of parameters.

q       FINLAND

FSF Strategy Work 2006 - 2010

The Finnish Sports Federation’s (FSF) and its member organisations strategy work Sports in Good Company continues. The starting points include own strategy work of the member organisations, well-recognised changes of the operational environment and learning from the past. The aim is to make decisions, get effective results and exploit already existing meetings and specialist groups.

 

First the goals and the means of the strategy were defined and adopted in the FSF’s General Assembly in November 2005. Since then discussions in regard to the strategy has been made with the member organisations. During these discussions the strategy process will be evaluated and the roles of different organisations will be defined. Finally the strategy will be adopted in the FSF’s General Assembly 2006. FSF will adjust its activities and organisation according to the strategy.

 

Goals of the strategy:

  • to increase the amount of physically active people and to develop the quality and effectiveness of sports
  • to ensure the working environment of non-profit, volunteer sports clubs and organisations and thus promote possibilities of sport as citizen activity in Finland
  • to add cooperation between the different partners within the programme

 

Means to achieve the goals:

  • Promoting the launch of a National Sports Programme that would gather different actors and activities in sports sector under one umbrella.
  • Developing the education of both the volunteers and the professionals in sports.
  • Supporting the sports clubs by financial subsidies and other supporting measures i.e. education.
  • Cooperating with the municipalities to ensure the preconditions for local sports activities.
  • Practising common sports policy together with the member organisations to influence the status and finance of sports in Finland and in Europe.

 

The first sport club in Finland celebrates 150 years jubilee

The first Finnish sport club was founded 26 January 1856. Today there are 9000 sports clubs in Finland and they have more than one million members. That means that every fifth Finn is a member of some sport club. That is a reason to celebrate the 150 years history of non-profit, volunteer sports clubs. The goal of the jubilee year is to thank the clubs and FSF’s member organisations that celebrate their jubilee year this year too. There will be organised different kinds of events during the year. Sports clubs, volunteer work and the volunteers will also be promoted and celebrated through media.

Fair Play – the Ethical Principles of Finnish Sports and Physical Activities

In the fall of 2005 the FSF launched developmental discussions with its member organisations in regard to Fair Play – the ethical principles in the Finnish Sports. The objective of the discussions is to make visible the everyday work and projects of sport organisations that have links with the different ethical questions in sports. The results of these discussions are also considered in connection with the state subsidy allocated to national sport organisations.

 

The ethical principles of the Finnish sports were adopted at the FSF General Assembly in 2004 and they can be found in www.slu.fi/english (> Fair Play).

When new government came into power in Georgia general approach to sport has changed in the country. Primary focus was made to the creation of material base for sport, especially in the country regions. Construction of several sport centres have started and some sport complexes of major importance were restored. Through implementation of necessary activities sport funding was also increased at the spots. For timely resolution of core issues sport management was assigned to the Ministry of Sport. Minister at the same time represents member of Cabinet of Ministers, which considerably simplifies the process of key issues’ submission to the country authorities and their due resolution.

There is a new home of the Hungarian Sport organisations. A new building named The House of Sport was handed over in January to the different National Sport Federations, to the Olympic Committee, to the Hungarian Sport Confederation.

The Hungarian Olympic Committee was renewed at its General Assembly was held in May. In the future will be 4 vice presidents and 165 members.

The National Sport Council is working. The role of the Council to give opinion about all of important decision has done in the life of the Hungarian sport.

On May 25th 2005 General meeting of the Sports Federations Council of Latvia (SFCL) was held. Elections of the President and Board were on the agenda. q       LITHUANIA

VII World Lithuanian Games were held in summer from 30th of June to 3rd of July, participated athletes from 18 countries.

Juniors and Youth Games were held from March to October 2005. They were devoted to the international sports and physical culture years. 59 municipalities of cities and regions participated in 25 sports disciplines. In final competitions of the Lithuanian Juniors and Youth Games competed more than 16 thousand athletes. This number and reached sport results are surely better and shows that interest of Games and sport is growing. Juniors and Youth sportsmen achieved even 66 records of these Games and 10 national records. Lithuanian Juniors and Youths Games is good mean to reveal young talents they are our new young sportsmen generation, which in the near future will participate in Olympic games, World and Europe Championships.

2 new federations joined the ranks of our Union: Tug of war and Sporting shooting Federations.

In World sport games that were held in Diuseldof participated 6 sport disciplines from Lithuania (in program were 39 disciplines). Our dancers won gold medals.

On the 29th of April 2005 passed IV Lithuanian Sport Congress were have been scheduled Lithuanian physical culture and sport strategy.

Lithuania has handed requisition for a new project – Leonardo da Vinci – it is a project under which human resource managers in undertaking, vocational training programme planners and trainers in the are of language competencies are sent to another country – project participant – for a specified period of time, to develop innovation in training, to learn how to integrate people who concluded active sport work.

q       NETHERLAND

NOC*NSF was closely involved in the development of the new national policy document on sport (2006-2010) drawn up by the Ministry of Health, Welfare and Sport. NOC*NSF is overall satisfied with the outcome. For instance about the possibilities created for talent development and the remuneration of top coaches. Nevertheless NOC*NSF had to also be firm on protecting the interests of organised sport. The policy document put lots of emphasis on sport being used to solve various social problems. NOC*NSF promotes recognition of the significance of sport itself. The lobby work resulted, among others, in additional funding being made available for sports participation of young people from ethnic minorities.

 

2005 was the first year of implementation of the National Sports Agenda (2005-2008). This joint policy document has three main objectives: increase market share of organised sport, international top ten position in elite sport, and strengthening of the sports sector through co-operation.

Attempts to build one umbrella organization for Slovak sport in year 2005 conclude failure.

The biggest influence is keeping Confederation of Slovak sport Associations and Slovak Olympic Committee, which merge biggest number of sports Associations of Slovakia. Concerning to missing legislative of supporting sponsorships the Slovak sport remains depending in this period of government financial support, which were getting through The Ministry of Education of Slovak Republic. It responsibilities are besides for sport too.

In those dates begun discussions about build new national stadiums for football and ice-hockey

The Olympic Committee of Slovenia - founded in 1991 and recognized by IOC in 1992 -   merged with the former Association of Sports Federations of Slovenia into one consolidated organization in December 1994. The Olympic Committee of Slovenia – Association of Sports Federations (OCS-ASF) operates as an umbrella sports organization, comprising almost all national sports federations in Slovenia.
