Prague (Czech Republic) hosted the second meeting of the ENGSO ExCom in 2007, on March 9 and 10.

DECISIONS AND PROPOSALS

 

Ø        Following the draft proposal, the members approved the agenda and programme of the 62nd meeting of the ENGSO ExCom as well as the Minutes of the previous 61st edition of ExCom.

Ø        With ENGSO General Assembly in Helsinki approaching, ExCom members were informed of the presentation of this event at the site of the Finnish Sports Confederation and the possibility for online registration. ExCom Members were also presented with the preparation process and what needs to be done in inviting ENGSO members for the GA convened with the 1st Calling Notice already in November. Members agreed on Preliminary Programme, Draft and Annotated Agenda and other materials to be sent.

Ø        Discussing the ENGSO election process prior to the Electoral General Assembly in Helsinki, May 2007, ExCom members were informed that only one nomination arrived to the Secretariat in the meantime but that others are expected to arrive. Following the ENGSO Statutes, members are able to present their candidate even during the General Assembly. However it was decided that the members are to be reminded in the 2nd Call Notice. French Olympic and Sports Committee confirmed their interest to have the tasks and responsibility of Treasurer taken over by ExCom member Angles moreover as the Head Office of ENGSO is registered in Paris. ENGSO Youth Chair informed the ExCom about the candidatures they received for the Youth Committee and concluded that they should also remind members to send nominations.

Ø        Summing up the results of the excellent work of EDG, ExCom members reiterated their gratification towards the EDG and the efforts invested into creating an extensive project and study of ENGSO. Having discussed mainly external and internal priority areas. Furthermore, , and profile for installing a Liaison Officer function ExCom members agreed upon the tasks and terms of reference for proposed Committees, WGs and possible ENGSO Statutes modification and adopted the version of the Final ExCom Draft proposal of the Strategic Plan that is to be (translated, and) and sent in the second part of March for consideration of member organizations, to be submitted to the General Assembly for approval.

Ø        President Sevelius informed the ExCom of the ongoing process of creating the ENGSO Expectations on EU and Position Statement on White Paper on Sport, the documents produced jointly with the EU WG, that will be sent to the EU Commission as contribution of ENGSO to the White Paper on Sport. The documents are also to be used as guidelines for ENGSO members in their response to this issue.

In Brussels, on March 8, ENGSO delegation met with Pierre Mairesse, Director General for Education and Culture and representatives of the Sport Unit. The meeting unveiled positive expectations from both sides and high opinion about future cooperation in many issues that can be taken on board.

Ø        ENGSO EU Working Group is preparing their action plan for the ENGSO GA in Helsinki, and the emphasis will be on the EU Pre-seminar that will be held on May 4, prior to the GA. EU WG will send out the programme and agenda for this seminar expecting that the ENGSO GA and EU Pre-seminar participants will have the opportunity of having discussion with the representatives of the EU Sport Unit.

Ø        ENGSO Youth has become member of the EUROCHILD with prospects of participating in their projects as well.

ENGSO Youth Chair informed the members about the ongoing preparations for the Youth Conference in Helsinki, and expressed hope that the EU funding will be granted, helping thus an important segment of sport and empowering leadership to be promoted among young people throughout Europe.

Ø        ENGSO Leadership Programme ENTER! had a very successful start in Paris with participants from 9 countries who have conjured up a project based on what is already taking place in UK with main issues being mentoring, recruitment, European experience, training and development. It was agreed that CCPR would take the lead for the co-ordination of the Programme and would also be responsible for the application to PROGRESS.

Following the meeting the CCPR has drawn up the working papers for the Programme and a new budget. France and Finland have stated their desire to be partners in ENTER! A new budget will be drafted shortly based on costs per participant and breaking down sub headings into more detail.

Ø        Treasurer Wainig reported about the financial situation stating that until the end of 2006, 16 member countries have not yet paid the membership fees. ExCom members adopted the present situation in the budget as submitted, and decided that a reminder should be sent out regarding the fees.

Ø        The reports from conferences in which ENGSO was represented reaffirmed the voice of ENGSO:

o           Prof. Dr. Banzer sent in the report from the Badenweiler Health Conference at which ExCom member Wainig and Youth Chair Holze were also present, having had the possibility to represent ENGSO as well.

o           ESC ExCom meeting schedule for February was again postponed for the end of March with possibilities of not being held due to lack of registered participants. However, the ExCom decided that in case it is held Secretary General represent ENGSO.

Ø                   ENGSO Youth Committee met in Stockholm, December 1-3, 2006, discussing among other issues the forthcoming Youth Conference “Future Leaders – empowering young Europeans”, which will be held in Helsinki, May 2-6, in connection with the ENGSO GA. ENGSO Youth has already applied for EU funds in order to resolve the question of travel and accommodation of participants. ExCom decided to support the Youth Conference and participate with a necessary financial assistance and ask from the participants to pay a participation fee as sign of intent to be part of this event. By forwarding the Partnership Form, 11 countries already confirmed their intention and expressed their readiness to send participants to Helsinki. Further details about travel, accommodation, venue and the participating fee will be discussed during the next ENGSO Youth meeting.
