EOC GENERAL ASSEMBLY 2005 (Speech of Mr. Bengt Sevelius, ENGSO President)
Mr. President
and Vice-President, Thank you for the invitation thus giving me the opportunity to follow the ambitions and results of EOC… and thank you Mr. Secretary General for the great hospitality shown by the Olympic Council of Ireland and all your fellow workers. Dear Sport Friends, First, I wish here to announce that ENGSO and its GA 2005 elected as new Secretary General, Mr. Predrag Manojlovic, Secretary General of the Olympic Committee of Serbia and Montenegro and that the ENGSO Secretariat is now placed in Belgrade… and functions very well! Furthermore, the work of ENGSO during 2005 has been focused on: Ø Stimulating on national level the improvement of NGO relationship to GO authorities; Ø Improving our relations with all levels of the EU Institution, mainly the new leadership of the Directorate responsible for sport and its “Unit of Sport”; Ø Fighting for safeguarding the future of CDDS (Committee of the Development of Sports) of the Council of Europe, as one of the main GO partners of European Sports and the only well functioning meeting place where GO and NGO representatives from whole Europe can meet yearly; Ø Repeatedly arguing both on national and European (EU) level for the exclusion of games of chance from the Draft Services Directive on the internal market – A crucial question already mentioned many times; Ø Getting the youth authorities of the sports movement to be authorized as a full partner of the European Youth Movement and thus qualified to apply for all existing EU funds aimed at youth projects; Ø Stressing the recruitment of women and youngsters to decision – making bodies at all levels of sport; Ø Organizing the 8th ENGSO Forum in Madeira where current and crucial questions for ENGSO and the whole sports movement of Europe were highlighted, as well as lotteries, and sport as health promoter; Ø Setting up an ENGSO Development Group (EDG), with the task to analyze the ENGSO position of today and outline a strategic plan and priorities for the future. As a representative of ENGSO, I know that 25 of our members are also EOC members, which means that around 50% of you present here act as national umbrella organizations of sport. EOC is in my opinion a strong pan-European organization mainly involved with the top level sport with focus on all that concerns the Olympic Games and political matters affecting the sports and Olympic ideals… and does it with great success! ENGSO is mainly involved in a wider development and status of sport directed to all kinds of target groups and the social function of sport in the society with significant emphasis on the cooperation between the NGOs and GOs on both national and European level. When comparing the activities of our two pan- European organizations one can conclude that they are COMPLEMENTARY in functions. In my opinion, this creates a good basis for cooperation and sometimes – particularly in political matters – common actions of our two organizations! Mr. President, Delegates, A future cooperation EOC – ENGSO could have the ambition: Ø To stimulate the development of sport at large and voluntary leadership for all target groups – particularly among women, youth and disabled – on the whole territory of Europe; Ø To resume the cooperation between EOC and ENGSO in EU matters; Ø To improve the contacts between EOC Athletes Commission and ENGSO Youth; Ø To exchange experiences of management and organization of sport as well as in the application of new technologies for “good governance” in sports, and last but not least; Ø I kindly ask you, Mr. President, to address the ENGSO members at the next ENGSO General Assembly that will be held in Malta, the first weekend of May 2006. We would very much appreciate if you could give us your advice and great experiences on “How to act successfully on the Sport Political Scene”, from where we could learn a lot from you. Feel welcome! Dear Friends, I finally wish All of you “Good Luck” with your ambitions and in the forthcoming Winter Olympics in Torino (with 70 days left!), as well as with the broadening of sports in your country!
